I agree, only the second lambda works with this example. Also does the lambda in subsection c refer to the second one (-min(1 - tau_i)) otherwise it can't make the function greater.

why? lets say we have to variables x_1,x_2 and tau_i=0.5 and tau_{12}=0.25. All the conditions of the LP are met but z12 = -0.25.
